The government’s request to lengthen the expected prison term for Ryan Payne for actions taken during the Malheur Wildlife Protest included a 91 page filing that outlined a summary of phone calls between members of Operation Mutual Defense (OMD). Members of this self-styled advisory board include Ryan Payne, government informant Dennis Dickenson, Tim Foley, Gary Hunt, and later Jon Ritzheimer.

The original audio recordings were never made public before now. There are several recordings, totaling multiple hours of discussion. Gary Hunt has authorized me to release these recordings with his commentary on them.

They will be released in the order listed in the government’s motion.

Gary Hunt’s commentary:

These audios are being released because the government misrepresented, by cookie-cutting phrases, and presenting out of context statements in their documentation. The documents are “Governments Sentencing Memorandum” (docket 2519) and “Review of OMD Advisory Board Meeting Recordings” (docket 2519-1), which are for the sentencing hearing on Ryan Payne, who plead in the Malheur Refuge case.

It must be understood that what OMD AB was doing was gathering information to present an accurate account of circumstances surrounding an event of possible interest to the patriot community. We have all seen people asking for help from patriots. Some have merit, some don’t. However, most often, you have only the explanation given by the person asking for help. As we progress through these audios, you will see that people have requested help, but an investigation resulted in finding misrepresentation of certain facts.

As with any brainstorming session, all possibilities, even to the extreme, should be considered, as they aid the thought process in finding the most viable solution. Often the discussion tend toward the hypothetical, as an exercise in the evaluation process.

Audio #10 – pages 78 of the 84 pages.

Payne begin with the arrest of Schuyler Barbeau. Payne states that the old OMA (Operation Mutual Aid) recognition of responsibility to aid anybody that participated in an OMA operation and was apprehended during, or going to and from an OMA event. Barbeau participated at the Bundy Ranch. Hunt points out that it was understood that an obligation that OMD inherited is binding. Payne is instructed to draw up a plan of action to fulfill that obligation, present it to the Board, in writing, and then to vote, via email, on the POA.

Hunt gives background on the arrest of Barbeau, based upon an interview with Allan Aenk, who was present at the arrest. (See Schuyler Barbeau).

Payne discusses PPN (Pacific Patriot Network) and its role in various activities. Discussion continues with regard to access to information when there are conflicts between organizations. Discussion on how information will be presented so as to not be misconstrued or misrepresented by these opposed patriot organizations. Discussion on whether individual (non-OMD) statements are in conflict with OMD and would be permissible, or not. It was agreed that OMD statements will be based upon factual information and any other statements that are agreed upon by the majority vote of the Board. It was agreed that matters will be brought before the Board before any public statements were made, and the decision of how to proceed would be made at that point.

Discussion continues in the specific details of what approach should be taken with regard to affording a program that would deal with the fulfillment of the OMA obligation to assist participants in an OMA event.

Payne discusses establishing the Harney County Committee of Safety (CoS). Hunt suggested that he have a written presentation and present it at the meeting, not allowing time for any government agents the ability to pre-plan a response.

Back to Barbeau, that Payne has to put together a written motion on the official incorporation regarding fulfilled OMA obligations as a part of the OMD Mission Statement. It will be voted on by the Board and then amending the Mission Statement. At this point, OMD will only show solidarity with Barbeau.

Discussion returns to Harney County. It is determined that certain points be reached in these conversations terminate without detail. The extent of the Harney conversation is that it might be possible that it may be an extended effort.

Dickenson (informant) wants us to set up secure communications. This, of course, would allow him to get even more information to pass on to the government. Dickenson also suggests that he will go to Harney County after the first of the year (2016).

Foley indicates that he ma be stepping aside from participation in OMD, based upon pressure from various government agencies in dealing with his border operations. Nothing final, yet.

Melvin Lee is discussed and the possibility of Lee being a possible informant, based upon his attitude in dealing with Camp Lone Star, is explained by Hunt. Foley has stayed close to Lee in his border operations.

Meeting continued after it was determined to cut the recording off before going further in discussing Lee.
