Violent Crime Suspect Arrested in Hayden

Kootenai County – Multi-agency law enforcement response nets arrest of violent crime suspect.

On Thursday, August 25th at just before 2:00 PM, the Kootenai County Sheriff’s Office responded to a local business for a reported assault. Once on scene, the deputies learned that the assault actually took place at the victim’s residence in the City of Hayden.

The female victim reported that she had gone home for lunch and as she was approaching her house, her estranged boyfriend grabbed her, forced her into her house then battered and raped her.

The suspect, later identified as Billy L. Joslin Jr., 38 years old of Post Falls, Idaho drove the victim back to her workplace then stole her vehicle and left the scene. Several Sheriff’s deputies and Coeur d’Alene Police officers began an extensive search for Joslin but were unable to initially locate him.

The North Idaho Violent Crimes Task Force (NIVCTF) was also brought in to assist with locating Joslin. At about 10:00 PM, the NIVCTF located Joslin at a property in the 600 block of E. 4th Avenue in Post Falls. Joslin was holed up in shop on the property.

Sheriff’s Detectives secured arrest and search warrants for Joslin and the property while deputies maintained a secured perimeter. Following attempted negotiations with Joslin, the Post Falls Police’s SWAT Team was requested to aid in the search and arrest warrants. After deploying a chemical gas into the shop, Joslin exited and was taken into custody without further incident.

Joslin was booked into the Kootenai County Jail on several felony charges to include rape, attempted strangulation, burglary, 1st degree kidnapping and robbery. Joslin is currently on supervised parole for previous convictions of grand theft, attempted strangulation, domestic violence and assault with intent to commit robbery. He has been booked into the Kootenai County Jail nineteen previous times for various charges including assault, unlawful possession of a firearm, theft, obstructing an officer, probation violation, domestic battery and various drugs and driving violations.
