The government’s request to lengthen the expected prison term for Ryan Payne for actions taken during the Malheur Wildlife Protest included a 91 page filing that outlined a summary of phone calls between members of Operation Mutual Defense (OMD). Members of this self-styled advisory board include Ryan Payne, government informant Dennis Dickenson, Tim Foley, Gary Hunt, and later Jon Ritzheimer.

The original audio recordings were never made public before now. There are several recordings, totaling multiple hours of discussion. Gary Hunt has authorized me to release these recordings with his commentary on them.

They will be released in the order listed in the government’s motion.

Gary Hunt’s commentary:

These audios are being released because the government misrepresented, by cookie-cutting phrases, and presenting out of context statements in their documentation. The documents are “Governments Sentencing Memorandum” (docket 2519) and “Review of OMD Advisory Board Meeting Recordings” (docket 2519-1), which are for the sentencing hearing on Ryan Payne, who plead in the Malheur Refuge case.

It must be understood that what OMD AB was doing was gathering information to present an accurate account of circumstances surrounding an event of possible interest to the patriot community. We have all seen people asking for help from patriots. Some have merit, some don’t. However, most often, you have only the explanation given by the person asking for help. As we progress through these audios, you will see that people have requested help, but an investigation resulted in finding misrepresentation of certain facts.

As with any brainstorming session, all possibilities, even to the extreme, should be considered, as they aid the thought process in finding the most viable solution. Often the discussion tend toward the hypothetical, as an exercise in the evaluation process.

Audio #9 – pages 55-64 of the 91 pages.

Payne begins by stating that he will be full-time in Oregon. Hunt asks for affirmation that OMD is not a part of the Ammon Bundy operation.

Payne reports that Sheriff Ward is working with the other side. Report on the right to respond to force with force. Talk about over watch of Hammond property and surveillance. Call for public meeting in support of Hammond (feel out community). Appeal to County Board to support Hammonds if sufficient response. January 4 is date set.

Hunt asks if there is support for using their property. Payne reports that Hammonds are incommunicado. They are in fear for their live sand the life of Ammon Bundy.

Hunt asks about OathKeeper support. Payne re[port that Stewart is avoiding responding. OathKeeper members are willing to respond. PPN (Pacific Patriot Network) is still active and some members will participate, but leadership still in opposition to a “brazen plan of action”.

Dickenson (informant) want to know more about the Plan, otherwise the AB holds their position of non-support. However, if a pre-emptive attack on patriots would warrant OMD would jump in, in support of patriots. All in favor, Payne abstains. (Note: This may be why the government remained in Burns until January 26, since Dickenson was passing this information on to the government.)

Hunt and Ritzheimer discussion Ritzheimer’s recent trip to New Hampshire and through New York (See Rogue Infidel – A Working Vacation to New Hampshire ). Other discussion about Ritzheimer’s discussion with FBI about his activities re: Muslims.

Foley talks about his border operations and problems with Facebook. Ritzheimer wants to spend some time with the border ops. Payne intends to go to border ops when the Oregon event is over.

Payne reports that Melissa Diegel problem is still under research. He will continue researching. Foley says that Oklahoma has a child taking problem going on.

Back to Hammond Ranch. Payne is talking about email problems in Oregon He mentions Hammond Ranch and Dickenson asks, You’re going to Hammond Ranch?”. Payne then talks about the BLM wanting to take land from Ranchers in-the Malheur area. Ritzheimer raises the question of a “shoe of force”, bringing thousands of patriots to surround the Hammond Ranch. Payne talks about the fear in the Sheriff at the Hammond Ranch with hundreds (estimate 300-500) of patriots in the wash. Payne suggests that if they can get the citizens of Harney County start an uprising, that patriots can be called in.

Ritzheimer wonders where he could stay if he come up there in early December. Payne has no idea where he will be staying. Dickenson wants Payne to email to the AB mail list constant updates that will send whenever he is in a location where he has access.

I’m very glad to hear that you’re concerned about state abuses of power, about violations of civil rights and civil liberties, about the FBI investigating based in part on politics, and about FISC (and, hopefully, other similar courts). These are all things about which we should be deeply concerned. I trust that your concern will continue unabated when the possible issue is the targeting of some politically powerless minority, and I’ll look forward to your next post on the subject when that happens. I have in fact written about two such issues in this forum alone namely the Gina McCarthy EPA enacting the worst environmental damage ever to watersheds impacting Navajo and Pueblo tribes in 2015, and the unbelievable harassment inflicted on Cliven Bundy and the Hammonds (not to mention their neighbors) over several decades by out-of-control petty bureaucrats. I am equally certain that you will never credit me with such views, because it does not dovetail with your cartoon characterization of what you think I should be about in much the way that you demonstrated steep confusion by my attitude on the overuse of the Communist Manifesto in college curricula.
